Community Assistance for Redding Electric Service
CARES PROGRAM TERMS OF ASSISTANCE
CARES is NOT an Entitlement Program
City of Redding Electric Utility (REU) customers can receive emergency assistance through the CARES program if:
1. Your electric service has been shut off
or you have received a shut off notice
or you have received a request for deposit
or you are unable to pay current electric service charges.
AND
2. Your household income level does not exceed the income levels defined in the City of Redding's Lifeline Rate Program (see below)
and/or
You or someone else in your home has suffered a temporary financial, physical, or other limiting setback that does not allow payment of your electric bill.
AND
3. You or someone else can pay the outstanding balance for any non-electric utility services.
The CARES program is able to help a customer once every 24 months, unless pre-approved by the Redding Electric Utility. Assistance received from the CARES program can only be used to pay electric service bills.

If you do not meet these criteria but are faced with an unpaid bill to the City of Redding please call (530) 339-7200 to make arrangements for payment,
or call the HEAP Program at (530) 378-6900.
Your household's gross income can not be greater than the following income levels to be eligible for the City of Redding's Lifeline Rate Program or CARES Program assistance.

* add $2,300 per year or $192 per month for each additional person
** $350 can be deducted from the annual gross income levels above for each member of the household that requires electrically powered equipment is allowed, with a maximum deduction of $700.
If, after reading this packet, you feel you are qualified for assistance through this program, you must contact the Redding Electric Utility Customer Service Division at (530) 339-7200 to schedule an appointment. The Customer Service office is located in the Redding City Hall at 777 Cypress Avenue. You must have the following items with you at your appointment:
1. Picture identification or Driver's License for the person(s) whose name(s) appears on the bill.
2. Most recent year's federal tax filing form(s) statement for the person(s) whose name(s) appears on the bill.
3. A copy of you lease, rental agreement or rent receipt. If you own your home, bring your mortagage payment certificate or payment booklet.
4. Proof of any unexpected expenses you may have had which resulted in you not being able to pay your utility bill. You must be able to provide a receipt, estimate or bill for these expenses.
